The UGC Has Issued A Warning On Courses Offered By Overseas Universities And EdTech Platforms

Today, the University Grants Commission (UGC) issued a warning to Indian students about enrolling in programmes offered by institutions that work with non-compliant overseas universities.

"For the general public's and all interested parties' information, the University Grants Commission has notified the University Grants Commission (Academic Collaboration between Indian and Foreign Higher Education Institutions to offer Twinning Programme, Joint Degree, Dual Degree Programmes) Regulations, 2022 and University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023” in accordance with its exercise of the powers granted under the UGC Act, 1956 (as amended).

“The Regulations mandate that No Foreign Higher Educational Institution shall offer any programme in India without the prior approval of the Commission,” the UGC said in an official notice.

Furthermore, EdTech platforms were cautioned by UGC not to provide degree and certificate programmes online. Additionally, UGC has learned that certain EdTech businesses are advertising online degree and diploma programmes in newspapers, social media, television, and other media, in collaboration with international universities and organisations. The notice also stated that "such a franchisee arrangement is not permissible and any such program/degree shall have UGC recognition."

In accordance with the applicable laws, rules, and regulations, UGC further stated that action will be taken against any EdTech businesses that are in default as well as HEIs.
