The National Medical Commission (NMC) has published a notice outlining the prerequisites that medical colleges must meet in order to create new medical facilities, provide new medical courses, expand the number of seats available for current courses, and comply with evaluation and rating standards by 2023.

The following standards are laid out in the guideline "Minimum Standard of Requirements for Postgraduate Courses-2023 (PGMSR-2023)":

  • The minimal standards for undergraduate training as outlined by UGMEB in the UG-MSR document, must be met by an institution that offers both undergraduate and postgraduate instruction, in addition to meeting any extra requirements.
  • The hospital structure must adhere to all local and federal building codes as well as current national building standards.
  • When the number of hospital beds increases, there will also be an increase in the faculty, facilities, and other personnel in the fields of radiodiagnosis, anaesthesia, pathology, microbiology, and biochemistry. If the department's workload increases, new faculty and infrastructure will be added.
  • Throughout the year, patients in need of inpatient treatment should occupy about 80% of the hospital beds.
  • Intensive Care Unit (ICU) and High Dependency Unit (HDU) beds should make up at least 15% of all the beds in the department that offers post-graduate training.
  • Each teaching department will have a single classroom large enough to hold a sufficient number of students for clinical case discussions and demonstrations.
  • For the purpose of training post-graduate students, the institution must have sufficient internal laboratory and imaging facilities, which should be properly managed by the relevant department.
  • Modern imaging facilities that utilise the newest technologies for diagnosis and treatment are required.
  • Digital data containing records of investigations conducted in different departments and laboratories will be available.
  • A departmental library with necessary books and journals in accordance with curriculum requirements shall exist.
