The University Grants Commission (UGC) has received an application from a private Malaysian university to establish a campus in Telangana, following the launch of a portal for inviting applications to establish campuses of foreign higher education institutions (FHEIs) in India, the Union Ministry of Education informed Parliament on Monday.

Subhas Sarkar, Minister of State for Education, responded to a query from nine Lok Sabha members about whether the government has received applications from foreign universities to establish campuses in India, “An application has been received from Lincoln University College, Malaysia, for setting up a campus in Telangana.”

The minister stated that the UGC opened the portal for seeking applications to establish FHEI campuses in India in December 2023, after the notification of the UGC (Setting up and Operation of FHEI Campuses in India) Regulations, 2023 on November 7, 2023.

Responding to a question on the cost of these FHEIs for Indian students, Sarkar stated that they may provide whole or partial merit-based or need-based scholarships, as well as tuition fee cuts to Indian citizens.
