Following the withdrawal of the Graduate Medical Education Regulations (GMER) 2023 guidelines, the National Medical Commission (NMC) has sought comments from stakeholders on draught regulations regarding the Competency-Based Medical Education curriculum, medical education standards maintenance, the establishment of new medical colleges, and the increase of seats in the MBBS course.
The draught regulations outline the abilities that an undergraduate should have during their first, second, and third professional years. Anatomy, Physiology, and Biochemistry are among the courses covered in the first professional year. Pathology, Microbiology, and Pharmacology are among the courses covered in the second professional year. Forensic medicine and toxicology, Community medicine, General medicine, Dermatology, Psychiatry, Respiratory Medicine, Paediatrics, General Surgery, Orthopaedics (including physical medicine and rehabilitation), Anaesthesiology, Radiodiagnosis, Oto-rhinolaryngology (ENT), Ophthalmology, and Obstetrics and Gynaecology are the subjects covered in the third professional year.
According to the draught regulations, supplementary exams and results shall be handled within 3-6 weeks after the date of the results of the main exams of each professional year so that applicants who pass can join the main batch for progression. In addition, if the candidate fails the supplementary examination for the first MBBS, they will be admitted to the next academic/following year batch. There will be no additional batches. Any partial attendance in any subject counts as an attempt.
The draught laws also underline the minimum requirements for establishing a new medical college, as well as an increase in MBBS seats, faculty, infrastructure, personnel, student accommodation, and other hospital requirements, among other things. The NMC has also proposed that, following incorporation, the institution be required to submit an annual disclosure report to the appropriate Board, satisfying the conditions under the notified MSRs by UGMEB or PGMEB, as applicable, and NMC regulations. If they meet the conditions, their certificate will be reissued; otherwise, they will face penalties.
